If You are getting timeouts (The connection has timed out) accessing a webpage,
The connection has timed outYou may try to wait some time and refresh the webpage.
The server at *** is taking too long to respond.
You may try clearing browser cookies/cache.
You may also try accessing from different computer that use different internet service provider.
You may try using proxy.
You may also access your computer command line and in case it is Windows, try command:
tracert IPADDRESSOFTHECPANELSERVER
in case it is Linux, try:
traceroute IPADDRESSOFTHECPANELSERVER
and send full output via support ticket. The IPADDRESSOFTHECPANELSERVER can be found in the email message which contains your cpanel account login details.
Here you can use some third party computer to check whether cPanel server is online:
http://www.downforeveryoneorjustme.com/hostNUMBEBRHERE.instantcpanelhosting.com
This third party uptime checker may say server is up (online).
